(NB: The first part of the meeting with the BC Public Library Partners Update was not recorded. Recording starts with discussions around Security Incidents).

Partners Update
Susan Walters provided an update on the activities of the BC Public Libraries Partners over the late Spring and Summer months.

  • On behalf of the BC Public Library Partners, ABCPLD, BCLTA, and the BC Libraries Cooperative made a presentation at UBCM to delegates on the value that public libraries provide to communities and the need for increased, sustainable funding . Despite an unfortunate 7am conference presentation time, there was a good turn out leading to some interesting conversations.

  • The Partners also organized a Public Library Open House at Whistler Public Library, supported by WPL and FVRL staff. There were ~100 attendees, including Minister Nathan Cullen who couldn't be pried away from the amazing services showcased.

  • Great progress has been made on raising funds for the Provincial Advocacy Project. As of late September, about 20 members have pledged to contribute approximately $135,000. In terms of next steps, the Partners will be discussing project charter, timelines, goals, and how to best provide updates to stakeholders.

(0:10) There was discussion regarding how libraries are putting through their request for funds such as through their operating budgets, surplus budgets, or treating as it an increased special levy to ABCPLD

(4:05) Incident Reports
Attendees had a conversation regarding the increase of incident reports in BC public libraries causing increased stress for staff. This discussion began via the listserv over the summer.
Stephanie shared that their incidents have increased during the busiest times of day and that their organization will be undertaking a workplace violence risk assessment. Jacqueline shared their experience of the increased sense of lack of safety amongst library staff. They will be having an expert perform a thorough risk assessment. Deborah suggested it would be helpful to continue sharing information, given many libraries are thinking about or having to manage increased incidents in their libraries.

Other topics discussed included 1) how different municipalities are dealing with security challenges at libraries and with issues related to homelessness and mental health; 2) the effectiveness of having security guards who are often not adequately trained; and 3) the increase in incidents right outside library facilities with prolonged loitering and drug use (particularly around library entrances).

(41:45) Other Questions and Comments

Rebecca asked if any libraries have offered their staff any conflict resolution training that they were happy with, particularly training with a focus on improving confidence with working in challenging situations in the public or within a public space. Please reply to Rebecca via email with your suggestions.

Karen asked if any libraries have seen an increase in incidents against trans people or more complaints about materials in libraries. Karen asked if anyone has any resources or materials to share about hate crimes (i.e. what defines a hate crime). Please reply to Karen via email with any information available.

Deborah shared that Mikale Fenton has been hired as the Director at Whistler Public Library and will start in November.

The next Zoom meeting is a Special Meeting with the Public Libraries Branch - to be held on October 12, 2022 from 2pm to 3pm.
